Add a BOE section list value in a proposal

1. In the BOE Sections proposal settings, select a List section, then click Options > Values. A window for managing the values will appear.
2. In the Values window, click Add > Add Value.
3. Enter a name for the value.
4. Enter a description of the value. (Optional)
5. Click Create.
